PROPERTY TAX RELIEF FOR VETERANS, SENIORS, AND DISABLED RESIDENTS

Rising property values create devastating financial pressure for fixed-income residents who have invested decades in their communities. Veterans who served our country, seniors who built our neighborhoods, and disabled residents facing additional economic challenges deserve protection from displacement due to property tax increases beyond their control.

Comprehensive Tax Relief Framework Eliminate the city portion of property taxes for all honorably discharged veterans, homeowners age 65 and older, and disabled residents receiving SSDI or SSI. This recognizes community contributions while ensuring vulnerable residents can age in place in neighborhoods they helped build.

Structure the program to include surviving spouses and phase in over three years, beginning with veterans. Replace lost revenue by redirecting existing revenue from the Houston First Corporation, which collects hotel occupancy tax revenue but only passes a portion to the city. We're not raising taxes—we're redirecting money already collected from visitors to support the seniors and veterans who built Houston. Visitors benefit from infrastructure funded by taxpayers; it's fair they contribute more to help our most vulnerable residents stay in their homes.

Dr. Letitia Plummer's tenure in At-Large Position 4 demonstrated the importance of voices who understand both policy complexity and coalition-building. District 4 needs representation that brings progressive values and practical experience to advance working families' priorities while building coalitions necessary for meaningful legislation.
